2400. RULES AND REGULATIONS

2401. SECTIONS

 

a) General

The NJSA rules shall be broken down into 3 sections:

I) Constitution

II) By-Laws

III) Procedural Rules

b) Constitution

All rules regarding the basic general information of the NJSA shall be gathered in rules numbered 110 through 1199.

c) By-Laws

All rules regarding the organization, the membership, the officers, the administration and the rules of the NJSA shall be gathered in the rules numbered 2100 through 2499, with each subsection being assigned a span of 100 numbers.

d) Procedural Rules

All rules regarding the proper operations of the NJSA shall be gathered in the rules numbered 3100 and subsequent, with each subsection being assigned a span of 100 numbers.

2402. CONSTITUTION AND BY-LAWS AMENDMENTS

 

Amendments to the Constitution and By-Laws (Sections I and II) of these rules can be made according to the following requirements:

1) Must be proposed by an affiliated team or an affiliated league, or by the Rules Committee or by an officer of the NJSA, in writing.

2) Must be submitted at least thirty (30) days prior to the General Council Meeting, to the General Secretary/Exec. Director.

3) May be voted upon only at a General Council Meeting (Annual or Special).

4) Must be approved by 2/3 (two-thirds) of the votes CAST at the meeting.

If approved, an amendment shall become effective immediately, unless otherwise specified in the proposed amendment.

2403. PROCEDURAL RULES AMENDMENTS

 

Amendments to the Procedural Rules (Section III) of these rules can be made whenever necessary and according to the following requirements:

1) Can be proposed by an affiliated team or by an affiliated league, or by the

Rules Committee or by a member of the Board of Directors or by the Chairman of the committee that administers the program for which the Procedural amendments is being requested (i.e. the Chairman of the Cups Committee may request a Procedural change for the Cups program).

2) Can be voted upon at the Board of Directors meeting.

3) Must be approved by the simple majority of the votes CAST as such meeting.

If approved, such amendments shall go into effect immediately, unless otherwise specified in the proposed amendment.

2404. NOTIFICATION OF AMENDMENTS

After approval, a written notification of any amendment shall be sent to all affiliated Leagues and members of the Board of Directors.

 

 

2405. LEAGUE RULES

 

Constitution, By-Laws and Procedural Rules of all affiliated leagues shall conform to these rules. In the event of conflict, the rules of the NJSA shall supersede the league’s rules.

2406. LEAGUE RULES AMENDMENTS

Amendments to league rules shall be carried according to the league’s current rules. Amendments to league’s rule must be submitted to the NJSA. Any conflict with these rules shall be reported to the league for correction or conformity.

2407. INTERPRETATIONS

 

Final interpretations of any and all rules shall be given by the chairperson of the Rules Committee.

 

 

 

 

 

 

 

2408. EDUCATION

 

a) Clinics

The NJSA shall run clinics for the purpose of educating individuals about the Constitution, By-Laws and Procedural Rules of this Association. The registration fee to attend such clinic shall be determined by the Board of Directors.

b) Manager’s License

Upon completion of attendance of these clinics, the NJSA shall issue a manager’s license to the participating individuals. This license must be renewed every three (3) years to continue its validity. Renewal shall be achieved upon completion of the manager’s clinic.

c) Reference Books

Each properly licensed manager shall be provided, upon completion of the clinic, with the following:

1) NJSA Rule Book

2) USSF Rule Book

3) FIFA Laws of the Game

d) Mailing List

All properly licensed managers shall be constantly informed of any rule change in the NJSA, USSF or Laws of the Game. It is the responsibility of each licensed manager to inform the Rules Committee of any change of address

2409. CONFORMITY

All rules of the NJSA shall be subject to change in order to conform to any new changes of the USSF rules. All rules of the affiliated members of the NJSA shall be subject to change in order to conform to any new change of the NJSA rules.

2410. MATTERS NOT COVERED

 

In the event of matters not covered in the Procedural Rules, the properly affected committee shall have power to provide for it and such rulings shall be standing and binding until approved, rescinded or varied by a vote at the next Board of Directors meeting.

2411. EXCLUSIVE REMEDY

No league, club, team, player, coach or referee my invoke the aid of the Courts in the United States without first exhausting all available remedies within the appropriate soccer organization, including a final appeal to the USSF Board of Directors.

For violation of this rule, the offending party shall be subject to the sanctions of suspension and fines, and shall be liable to this State Association for all expenses incurred by the NJSA and its officers in defending each Court action, including but not limited to the following:

1) Court Costs

2) Attorney’s Fees

3) Reasonable compensation for time spent by the NJSA officials in responding to and defending against allegations in the action, including responses to discovery and court appearances.

4) Travel Expenses

5) Expenses for holding Special General Council meetings necessitated by the Court action.
